I read on Sunday times today that rime minister is requesting cabinet to approve USD 2.3 Mn ( Rs 340 Mn) to hire a US based consultancy firm McKinsey and Company to advice Sri Lanka Government how to “set up a Central Programme Management Unit.”

We know that for prime minister anything foreign is gold.

Village Councils for sustainable economic growth and political stability

Setting up strong Village Councils could be the way forward to bring sustainable Economic and Political Growth in Sri Lanka which has been talked about but not much attention has been made.


1. There are 14022 Gramasawaka Divisions In the country where a strong administration new work is already in existence, which could be converted into Strong Political and administrative units rather than Provincial and District administration units,

2. There are around 331 secretarial divisions where the 14022 DS divisions are administrated, has strong links to not only to the GS divisions but at small village level,


3. Why not scrape the Gamsaba, Palatha Saba, and Parliament electoral Divisions and use the 331 Secretarial Divisions and 14022 GS to rule and administrate the country with the sole objective of bring economic and political stability and to make SL a Developed and well administrated country where self-sufficiency is key , dependency is not forced on society , which is one of the main social issues in SL, for many things one has to depend on public or private officials and their output determines the outcome,

4. Elections to be to select a Village MP to represent the parliament via 331 secretarial divisions, and decentralize power at Village level , currently the real situation is GS has more power and interaction at grass route level than a MP ie- to get a character certificate , to admit a child to school for confirmation, to get electricity connection , to sort out a family or any miner dispute , to cut a tree or the fence , to apply to get the NIC and Pass Port , even to gestured at a voter one needs the service of GS, There is nothing to give its already there and the system is existing , only need a policy to recognize ,

5. When the units are small the accountability, responsibility is vital and monitoring becomes strong as there will be approximately 370 family units interacting with an elected member and should have fulfill the requirements of the voter and community he belongs too,

6. Have a process that village councils are combined with Political and strong administrators at small units , where allocation of resources and development is more focused monitored and corruption is eliminated through Political , Public and Private participation at grass route level,

7. National and International affairs taken up by 331 MPs at DS level where Cabinet Portfolios should be scientifically design to provide the vision and execution in line with national 10 -20 years plan ,

8. Devolution of executive powers , so called police and land powers and self-determination will be able to accommodate within the same system as currently the GS has such powers to a certain extent! Need a new mechanism only to facilitate and implement , by satisfying the aspiration of politicians and administrators and most impotently the 5.2 million households in the country, people don’t need federal or self-determination rights but only need to full needs of their familiars and loved ones… only the manipulates need them to gain political and NGO driven advantages,

9. By doing aware the Gam Saba , Provincial Councils and huge infrastructure to remunerate the MP s where they are don’t have to depend on sponsors or donors and be under obligation any one.

10. Make politics a honorable and respected service where professionals and entrepreneurs are encourage to get involved to full fill Self Actualization needs ! by making a contribution to the Motherland,
