I read on Sunday times today that rime minister is requesting cabinet to approve USD 2.3 Mn ( Rs 340 Mn) to hire a US based consultancy firm McKinsey and Company to advice Sri Lanka Government how to “set up a Central Programme Management Unit.”

We know that for prime minister anything foreign is gold.

THE PROPOSED NEW CONSTITUTION TO BENEFIT WHOM ?

PROPOSED NEW CONSTITUTION Undoubtedly should be to benefit the people , by the people whom they have elected to act on their behalf , through a so called democratic process but in realty which is limited from the time of the parliament is dissolved and until a new government is elected which is the bitter truth!

Therefor it’s the ethical duty of the parliamentarians’ who acts as the elected Policy makers, to fulfill the aspirations of all citizens , which is simply to serve the people and ensure the wellbeing of all citizens are taken care genuinely, with the right spirit of serving the people and ensuring everyone’s voice is heard through an efficient administrative process.

How would the common average citizen benefit through Devolution of power ?

Devolution of power and what’s in the constitution , which itself covers a vast area would not be understand by majority of people which is a hard fact without any argument ! The people will only realize the impact through real life experience especially when dealing with public authorities , by way of how efficient the public servants a understands the requirements and willingness to serve with rightful respect , with no discrimination by the administrators and law enforcement authorities at grass root level which is the Grama Sewaka Division. Each Grama Sewaka Division has approximately 370 families , hence maintains a close interaction.

There are 14,022 Grama Sewaka Divisions already established and currently serving the people with less resources which are coordinated through 331 divisional district secretariat officers, which covers most of the administrative services from birth to death.

The issuing of vital certificates which are mandatory to obtain most of public servers and authentication of documents to apply to obtain National Identity card , Certifying place of residence, admission to school, to be registered as a registered voter which are few but covers a wide area in real situation , hence Grama Sewaka is more accessible and impotent to a house hold .

There for Village Councils should be the unit to consider devolving of power if the aspiration of all citizen are to be fulfilled , and with the only objective of making their living standards better and not creating new public issues in the society which could end with extreme civil unrest , where there are enough of examples of strategically incorrect , short sighted poor decision making where the entire county had to pay a high price in the past and continues currently as we are not satisfied with the 1978 JRs constitution and have amended 19 times and wants a new but the objectives to achieve not clear or transparent.

The 30 years of civil war, 1971 & 1988/89 JVP insurgency, 1983 civil riots, 1987 signing of Indo Lanka peace accord and going to the extent of introducing the 13th amendment and creating provincial councils, which didn’t provide the intended solution to the main issues of disarming the LTTE and ensuring peace in the country. Sri Lanka had to accommodate IPKF as a foreign armed force in our country which was one of the main reasons for 1988/89 civil riots where the end result was that JVP leader too lost his life , where the UNP was the in power.

When the unit is small there will be more focus and will be fast to act , easy to facilitate and people will have direct access to authorities with less hierarchies, and will become more objective driven and allocation of resources for development at grass root level will be more meaningful and monitoring will be practical and effective as the people will have more interest and therefor will closely observe and will lead to more pressure for implementation with less corruption and malpractices.

The policy makers seems to have not understood the core issues but trying to find solution with irrelevant proposals that are not what’s expected by the people of Sri Lanka , but trying to forcible push hidden agendas of western countries, NGOs, Tamil diaspora and few opportunist in the beneficiary list of NGOs , who doesn’t believe that Sri Lanka should continue to be an independent sovereign undivided country , that has a written history over 2500 years and traceable history of over 7000 years.

Seems to be we are in an extremely crucial junction , and is the last chance but if the public is ignorant of the outcome of what’s proposed and forced to be implemented , which seems to be already agreed by the committee who had drafted , by 2020 Sri Lanka might get closer to a failed state and rich pride will vanish and we might be a colony of some country which is too not clear yet as to who wants to take control as there are many countries and NGOs who wants to indirectly control Sri Lanka, and if one wants to experience what our ancestors under went from 1815 to 1948 … we may do so , which will be an expensive mistake …
