I read on Sunday times today that rime minister is requesting cabinet to approve USD 2.3 Mn ( Rs 340 Mn) to hire a US based consultancy firm McKinsey and Company to advice Sri Lanka Government how to “set up a Central Programme Management Unit.”

We know that for prime minister anything foreign is gold.

PURA- PROVIDING URBAN AMENITIES IN RURA AREAS , ( Quoting from the book TARGET 3 BILLION )

The book written by Dr Abdul Kalam “TARGET 3 BILLION” highlights that 3 billion people in the world are below the poverty level and 70 % are in the rural areas , and India has the world’s largest rural population which is 750 million ! This raise the question why do India wants to help Sri Lanka ? when they have a greater challenge in ensuring wellbeing of 750 million underprivileged rural people according to Dr Abdula Kalam’s book .

PURA – Which is called “PROVIDING URBAN AMENITIES IN RURA AREAS” is a mission and a concept which he spear headed, with the objective of Uplifting Rural poor not by subsides but through entrepreneurship with community participation , which is a sustainable and inclusive development system to up lift the living standards of underprivileged. This is similar to the famous saying of Japanese “ IF A MAN IS HUNGRY DON’T GIVE HIM FISH – BUT TEACH HIM HOW TO CATCH FISH”.

Dr Abdul Kalam , pioneered India’s vision 2020, to transform India into economically developed nation , with the PURA concept an amalgamation of technology, people, traditions, skills, and entrepreneurial spirit aimed at achieving sustainable, financially viable, socially equitable and eco-friendly development drive . The Sinhalese Kings knew this thousands of years back and a self-sustainable self-sufficient economy existed, until we were became a colony of British and thereafter faded away

Sri Lankan ancient architecture , irrigation , agriculture, Ayuwerda and industries, supported a self-sufficient inclusive village economy. Most impotently we had a Grama Rajaya concept with the blessings of spiritual leaders and intellectuals as well who advise the Kings , divisional leaders and the public. The king’s carried out and facilitated internarial trade as well which unfortunately attracted enemies from western countries as well who invaded the country subsequently since 1505 and was a colony until 1948 .

SRI Lanka too has a rural population over 70 % and post-independence we are yet straggling to find way forward towards ensuring sustainable development and become a rich economy ! but the MAHINDA CHINTHNAYA 2020 policy document had a well-defined inclusive development plan towards developing the rural sector , through Divineguma, which was combined with a SME drive , whilst developing the Urban strategic cities by using the Sri Lanka’s super strategic location as an economic hub.

What Sri Lanka needs is GRAMA RAJYA concept , which we had in the past ie - amalgamation of technology, people, traditions, skills, and entrepreneurial spirit aimed at achieving sustainable development that is financially viable, socially equitable and eco-friendly similar to the PURA concept of India. Olivera Rosa a Brazilin graduate with a degree in agronomic engineering changed the face of Rural village by providing solar electricity, water and modern agricultural practices and a approach combined with entrepreneurial spirit in Rural Brazil . His concept was , non-profit organization, run through IDEEAS that is designed to improve the well-being of the rural poor in an environmentally responsible manner through solar electrification, improved agricultural management, and conservation.

Sri Lanka needs professionals to join and provide professional leadership in Policy making and in think tanks, thereby contribute towards driving the country towards a better future, keeping in mind foreign forces are trying to divide and change the iconic status of the country post 2015 Jan 8 change ..
